Seasonal employers don't have to file a Form 941 for the quarters in which they have not paid taxes because they have paid no wages. You can tell the IRS that you will not file a return for more than one quarter by checking the "seasonal employer" box on the Form 941. If you check the "seasonal employer" box, the IRS will not inquire about unfiled returns if you file at least one tax return each year.
